An Impossible Job

Yesterday, the Commissioner of the Metropolitan Police lost her job. After 40 years of public service, she reached the end of the road. And there were plenty of people lining up in the immediate aftermath of the announcement to say that it was not before time.

There can be no avoiding the fact that the Met is in a desperately difficult place at the moment – as difficult as any that I can recall in the last twenty years. And, in fairness, critics of the organisation and its leadership have not been short of evidence in support of their concerns:

  • Crime is rising – particularly violent crime. 
  • Last year set a bleak new record for the number of teenagers murdered in the Capital.
  • At the same time, detection rates are falling – particularly for some of the most serious offences.
  • Figures reported in the Guardian last year suggest that, nationally, fewer than 1 in 60 rape allegations result in a suspect being charged.
  • Last year, Sarah Everard was kidnapped, raped and murdered by a serving Metropolitan police officer.
  • The year before, Bibaa Henry and Nicole Smallman were murdered in a north London Park, and the response of two serving Metropolitan police officers in the hours following their deaths was to take and share horrifying photos of the crime scene.
  • As I write, a number of other serving officers are under investigation for a series of serious criminal offences, while still more are facing a range of deeply troubling disciplinary charges.
  • In the midst of it all, the Met has repeatedly been accused of institutional racism and institutional misogyny. Of institutional corruption and incompetence too.
  • At the same time, it is being suggested that public confidence in the Met – particularly among London’s black and female communities – is at an all time low.
  • And, in the last few weeks, the Met’s response to ‘Partygate’ – and its communication with the public concerning that response – has raised a relentless series of questions and concerns. I’ve had some questions of my own.

It’s a list that makes for unbelievably grim reading. I am a fiercely proud former police officer, but there have been several occasions in recent times when I have sat at home with my head in my hands, entirely lost for words in the face of it all. 

And the unavoidable fact is that all of it happened on the current Commissioner’s watch. 

Surely she had to go?

Maybe she did. But, before any of us can can properly answer that question, there are a number of other factors that we need to consider first – not least the suggestion that the job that Cressida Dick was being asked and expected to do was an impossible one from the very start.

Consider the following direct consequences of decisions made by the government from 2010-2018:

  • 44,000 officers and staff cut from policing in England & Wales. 
  • Billions of pounds cut from policing budgets.
  • Hundreds of police stations closed and sold off to the highest bidders.
  • Neighbourhood policing – the bedrock of all that is good about policing in this country – dismantled and, with it, the relationships of trust with local communities that had taken years to build.
  • Proactive policing – with its capacity to target serious offenders – heavily compromised.
  • Specialist resources (dogs, horses, helicopters etc) – all proven to be effective in fighting crime – significantly reduced in number.
  • The creation of an Independent Office for Police Complaints – an organisation that lacks the confidence of both the police service and the community
  • The imposition of elected Police & Crime Commissioners who have done so much to compromise the effective operational independence of local forces
  • The appointment of a civilian Chief Inspector of Constabularies – a man with no operational policing experience.
  • The introduction of a series of ill-judged procedural and legislative changes, many of which have had to be reversed.

And the government did each of these things in spite of the warnings given by anyone with a passing understanding of policing and how it actually works. Those who raised their concerns were dismissed out of hand and accused of ‘crying wolf’.

But the government wasn’t just responsible for the damage done to policing. It was also responsible for damaging practically every other part of the public sector – in ways that had direct consequences for policing.

Consider the following:

  • Cuts to the Criminal Justice System that have crippled the courts, delaying justice for victims and leaving criminals free to reoffend.
  • Cuts to youth services that have left vulnerable young people at greater risk of offending.
  • Cuts to education that have left those same vulnerable young people at greater risk of exclusion (and, consequently, offending).
  • Cuts to mental health services that have frequently left police officers as the only available response to seriously ill people in crisis.
  • Cuts to social services that have frequently left police officers as the only available response to vulnerable adults at risk of harm.
  • Cuts to social security that have pushed thousands below the poverty line and closer to the edge.

And so the list goes on.

In almost every case, it has been police officers who have been asked to pick up the pieces that others have left behind. And all of it has been the consequence of conscious, deliberate political choices – cheered on relentlessly in certain, highly partisan, sections of the mainstream media and in the social media feeds of those possessing little more than an armchair and an ill-informed opinion.

Policing has always been a difficult job – but the decisions taken in the last decade by people outside of policing (people with no real understanding of – or affection for – the job and its people) have made it almost impossible:

  • Impossible to answer every emergency call on time
  • Impossible to send an officer to the scene of every crime
  • Impossible to provide every victim of crime with the standard of service they deserve (and that every good police officer desperately wants to offer them)
  • Impossible to carry out the best possible criminal investigation in every case
  • Impossible to respond to every request for help from someone in trouble 
  • Impossible to provide a constant, visible policing presence in every community that wants and needs it
  • Impossible to deal effectively with low level offending and anti social behaviour
  • Impossible to deliver the quality of training that officers need and deserve
  • Impossible to deliver the quality of kit and equipment that officers need and deserve
  • Impossible to deliver the quality of leadership and supervision that officers need and deserve
  • Impossible to be all things to all people.

Compared with the situation in 2010, we currently have fewer police officers and staff, working with fewer resources, doing a job that is more difficult, more demanding and frequently more dangerous than it has ever been before. And none of that is the fault of the current Met Commissioner.

Please don’t misunderstand what I’m trying to do here. 

I’m not attempting to mount some kind of blind defence of policing and its very obvious shortcomings. That’s the very last thing I want to do. Policing is in all sorts of trouble at the moment – and there should no shying away from its many faults and failings. But what I am trying to do is to encourage us to think more widely about the context with which all of this is taking place – a context created by politicians who have broken the legs of policing and left the rest of us to wonder why it is no longer able to run.

Perhaps the departure of the Commissioner was inevitable. Many would say necessary. But we’re kidding ourselves if we think that alone is the answer to the situation that the Met currently finds itself in. If we genuinely want Cressida Dick’s successor to succeed – and it is surely in all of our interests that they do – we need to make sure that the job we are asking and expecting them to do is a whole lot less impossible than it currently appears to be.

We need:

  • Urgent reinvestment in frontline policing
  • Urgent reinvestment in neighbourhood policing
  • Urgent reinvestment in police training
  • Urgent reinvestment in police leadership development
  • Urgent clarification of what we want the police service to focus its limited resources on (because ‘everything’ can’t be a priority)
  • Urgent reinvestment in the wider criminal justice system
  • Urgent reinvestment in the wider public sector – not least to free the police up to concentrate on the work that they alone can do
  • The urgent re-establishment of operational policing independence from political control (including the abolition of PCCs)

There will be those who say that we can’t afford to do those things. My response would be to say that we cannot afford not to.

In closing, there is one further thing that we need to do if we genuinely want better policing – in London and beyond. We need to redress the grotesque imbalance in the story currently being told about policing in this country.

Some police officers are racist. Some are misogynists. Some are homophobes. Some hold other views and behave in other ways that no reasonable person should ever tolerate. Those individuals need to get the hell out of policing, and none of us should rest until they’re gone.

But, at the same time, we need to remember that there are tens of thousands of police officers out there who are not like that: men and women who joined the job because they wanted to change the world and who turn up to work every single day in order to do just that. Those people desperately need and deserve our visible and vocal support.

Because they are some of the most extraordinary people you could ever hope to meet.

Because far too many of them are breaking under the impossible strain of it all.

Because they’re all we’ve got.

  2. As eloquent as ever John. You’ve just about hit the very large nail on its head. I personally feel Cress was bullied out of the impossible job and will be sorely missed by most who serve. Unfortunately, her passion and care for her officers wasn’t what the politicians wanted to see.

An excellent summary of all stances but one: being those of us who were bullied out and made mentally ill, because we stood up to some of those problems mentioned, being implemented by the supervisors of a political persuasion, not a policing one. An awful lot of experience and local knowledge was poured down the sink at the expense of cut-backs. Losing those invaluable soft/ ‘pink’ 🙂 jobs, where unwell and repairing officers could go, but still contribute; It was a win-win. But bringing in cheaper civilians, who had no idea how to ‘police’ started a very mucky snowball rolling in the decline of evidence gathering, intelligence gathering and recording and public confidence. I’m sure that Ms Dick has been thrown under a bus, she did have a team around her, didn’t she, but some of the things on that list are really unforgivable and maybe, some fresh leadership might be the answer.

  5. I concur with your view of things – it is the lack of understanding the unwillingness to listen or take notice of those with the experience and background which infuriates. For example Mrs May spoke of “intelligence led policing” when she clearly had no idea what she was referring to. This is evident as her (& Cameron’s) cuts severed the ties between local cops and their public as the service moved, in effect, to a fire brigade model, cutting off any flow of information which may become intelligence.
    As for the cuts which you list, I’ve long been enraged by the absence of one part of the public sector from that list: i.e. parliament and HMG. While others have had cuts of 25%+ – the 650 still sit in the Commons, yahbooing at each other, rather than address the situation (not just the Policing situation).
    Within Policing, however, there is a need for Chief Officers to have the courage to stand, to say “No!” when others seek to unload their responsibilities on to the hard-pressed Police Force. This has long been a problem, harking back to the days when John Alderson was CC of my own Force, Devon & Cornwall, where Cops were allowed to opt out policing to do the jobs of others – partnership is good and proper but committing Police resources to non-Police roles with nothing reciprocated should be resisted.
    As for the new Commissioner, whomever (s)he turns out to be: Good Luck – you’ll need it, in spades!

  6. I have been expecting a response from you to this situation – far removed from South Africa – and you have not disappointed. You make so much sense that your points could be (with a few tweaks) relevant here too. Policing, education and medical health care simply do not receive either the resources or the support needed by politicians as they are blinkered by their own ideals. Traditionally, these are services that ‘go on’ in the background and which ‘make do’ as far as possible. As a retired teacher I know only too well how difficult it is to make a silk purse out of a sow’s ear – especially when you haven’t been given the sow to begin with!

  7. Great piece as always. I don’t intend to add much it’s been said but for sometime I have strongly believed there are major issues with recruitment….this was all changed by interference from people who knew nothing about policing. A common theme

  8. Do the current government actually have a plan other than entrenching themselves in office? It is very hard not to stray into tin foil hat territory but since 2010 the government have launched a concerted attack on policing, medicine, the law, education, local government, in fact everything that helps a civilized society run. I truly believe that this current gang have no plan beyond smashing everything up and seeing what happens. I fear for the future my children and grandchildren will inherit.

  9. This was an excellent analysis. The cuts to public services, over the last fourteen years, and the politicisation of policing were not accidents, but a corrupting policy. If you want an authoritation Police State, you have to get rid of the good cops. Personally I thought the police institution has stood up quite well to relentless and deliberate undermining by government. It made mistakes, sure, as all institutions do, but as in any assault we should not blame the victim.

The irony is that some of the reported misogynistic behaviour happened on her predecessor’s watch and yet the current Commissioner is taking the flack for behaviour that the Met tacitly ignored for decades. I am a serving officer (Met) and in the 17 years I have been in I have not seen any other Commissioner challenge misogyny in the way it has been done in the last couple of years. We have been left in no doubt of what standards are expected of us and I certainly feel that the atmosphere in the Met is far more supportive of those who challenge poor behaviour than it ever has been in the past. Some of those dreadful acts done by serving officers which have been featured in the press recently only came to light because other police officers reported it. It seems so grossly unfair that this has not been highlighted in the press. Instead every day I open the papers to read that I am corrupt, racist, sexist, incompetent, bungling, lazy, inept and all the other negative term that are chucked at my colleagues and I. The overwhelming majority of us are really just flawed human beings in an under funded and under resourced public service which ends up picking up the pieces of all the other under funded and under resourced public services. It’s exhausting, but we keep doing it. I could weep for some the comments I have read this week.
    By the way, Mr Sutherland was my Borough Commander. He was brilliant. Thank you Sir.

    My thought has to be though, is the Commissioner Job, or the job The Met asked to do do-abe?

    From Burglary in Brixton to Diplomatic protection.

    Would it be possible to split the Policing and Security both in terms if the job and more importantly the organisation?

    It must take a very unique individua to cover everything the Met does and do it well, and of course it demands a lot of the organisation.
